Monongahela Power’s 2025 Request For Proposals

Monongahela Power intends to issue a Request For Proposal (RFP) to satisfy capacity needs in coordination with its Integrated Resource Plan (IRP) process. The RFP will solicit Proposals with the following characteristics:

600MW to 1,200 MW in size
Dispatchable thermal generation from gas combined cycle turbine resources
Available on or before the 2030/2031 PJM delivery year
Designed for a minimum 30-year life

The Proposal must be for a Build-Own-Transfer transaction whereby the respondent would sell a fully developed and constructed combined cycle plant satisfying all requirements to Monongahela Power upon completion.

Initial Proposals are due from respondents Wednesday, November 26, 2025 at 3:00 p.m. Eastern
Final Proposals are due by Wednesday, December 31, 2025 at 3:00 p.m. Eastern
