Potomac Edison Residential Time-Of-Use Pricing

The Time-of-Use (TOU) rate is a simple way to save on your electric bill by shifting your electricity use during certain times of the day. This optional rate is available to eligible residential customers and qualifying farms and is designed to give you more control over your energy costs.

With TOU, two electric supply and distribution rates apply during the day: On-Peak and Off-Peak.

By shifting some of your energy use to off‑peak hours, you can take advantage of the lower rate and possibly reduce your monthly bill.

Participation is voluntary and you can unenroll at any time.

Eligibility

To qualify for the TOU rate, you must:

  • Be a residential customer or qualifying farm not enrolled in the Potomac Edison EV Driven electric vehicle charger TOU.
  • Have not unenrolled from the Residential TOU rate offer within the last 12 billing cycles.
  • Receive the Standard Offer Service for electric supply through Potomac Edison.

TOU Electric Supply Charge Pricing Periods

Below is the on-peak and off-peak pricing for the summer and non-summer months. Weekends are considered off-peak year-round.

TOU Distribution Charges

Distribution charges cover the cost of delivering electricity to your home or farm through poles, wires and other equipment.

As part of the TOU Pricing program, a fixed monthly distribution charge will apply as well as a variable distribution charge that follows an on-peak and off-peak schedule.

TOU Transmission Charge

The transmission charge, which is the cost of delivering electricity through high-voltage power lines, is based on PJM’s Open Access Transmission Tariff, which can change and is subject to FERC approval.

Current Residential Transmission Charge: $0.00396 per kilowatt-hour

New Meter Installation

When you enroll in the program, a new meter will be installed – at no upfront cost to you – to properly and accurately measure on-peak and off-peak usage:

  • Net meter customers will receive a quad register meter. A quad register meter will track on-peak and off-peak usage, the electricity delivered and the electricity generated.
  • All other customers will receive a dual register meter, which tracks on-peak and off-peak usage.

Once enrolled, a request will be made to exchange your meter. You do not need to be home during the meter exchange unless there is difficulty accessing the meter. We expect the meter exchange will be completed within a few weeks after you enroll in the program.

Qualifying Farms

Farms can participate in the Residential TOU rate if the farm is operated by the owner or lessee of the farm residence and land, and when the farm equipment connected load is less than the residence connected load.

Farms operated as commercial businesses or that are involved in retail sales are not eligible for the program.

Frequently Asked Questions

  • Are savings guaranteed with the time-varying rate?

    No. Your actual savings will depend on when you use electricity. Because TOU rates are based on the time of day, shifting more of your usage to off‑peak times is key to lowering your bill. If you use electricity primarily during times when the TOU rates are higher, you could pay more.

  • How do I sign up for the TOU rate?

    For more information and to enroll in the TOU rate, call the Potomac Edison Customer Care Center at 1-800-686-0011.

    The rate is voluntary and you can cancel at any time. 

  • Does the TOU rate require that I reduce electric usage?

    You are not required to use less electricity when enrolled in the program.

  • Am I obligated to participate in the TOU rate?

    No, participation in the TOU rate offer is voluntary. 

  • How does participating impact my current banked kilowatt hours (kWh)?

    Net metered customers must select one of the options below during enrollment:

    • A one-time true-up
    • Applying banked kilowatt-hours to offset only on-peak charges until all banked energy is used


    While enrolled in the rate offer, net metered customers will bank their kWh separately as on-peak and off-peak, depending on when the energy is generated.

  • Will my new rate take effect immediately?

    No. A new meter will need to be installed before the TOU rate goes into effect. The new rate will take effect with the billing period following the new meter installation.

    Most customers will get a dual register meter that tracks both on-peak and off-peak usage. Net-metered customers will receive a quad register meter to allow the same tracking of both electricity delivered to the customer and the electricity generated. 

  • Will my meter be replaced after I leave the TOU rate?

    The dual or quad register meter may remain in place; however, on-peak and off-peak usage will be combined for billing purposes.

  • How can I manage my electricity usage?

    By making simple changes to how you use electricity, you can save energy and money and reduce peak demand on the grid. Some ideas include:

    • Run washing machines, clothes dryers, dishwashers and all large appliances off-peak
    • Use a smart thermostat to manage heating/cooling during on-peak hours or when you are away
    • Use timers on electric water heaters and recirculation pumps so they operate mainly off-peak
    • Turn off all but essential lights during on-peak hours, or put lights on timers
    • Charge electric vehicles during off-peak times
