Youngstown 138-kV Reinforcement Project
At FirstEnergy, it is our responsibility to deliver the power our customers depend on in their daily lives. American Transmission Systems Incorporated (“ATSI”), a FirstEnergy company, has identified a need for a new 138-kilovolt (kV) transmission line to reinforce the transmission and distribution systems for approximately 15,000 customers in the greater Youngstown area.
The Youngstown 138-kV Reinforcement Project proposes to construct an approximately six-mile 138-kV transmission line that will extend from the existing Lincoln Park Substation to the existing Riverbend Substation. The Project also encompasses expansion of the Riverbend Substation to accommodate conversion of the 138-kV straight bus to a four-breaker ring bus. The Project will be located in the cities of Youngstown and Campbell in Mahoning County.

ATSI hosted an in-person public information meeting (open house setting) located at the Tyler Mahoning Valley History Center, 325 W. Federal Street, Youngstown, OH 44502 on Wednesday June 12, 2025, from 6-8 p.m. EST.
