Chrysler-Dowling 138-kV Transmission Line Tap Final Span Installation to New First Solar Substation Project (Case No. 17-2312-EL-BNR)

A FirstEnergy affiliates, American Transmission Systems Inc. and Toledo Edison, are proposing to install a new approximately 260-foot long transmission line extension from the existing Chrysler-Dowling 138-kV transmission line tap to a new substation being constructed by First Solar on its property. The project is located in Perrysburg Township, Wood County, Ohio.

This is the second application for this project and is being submitted by TE in order to secure approval for the final 30 foot span of the project. A Construction Notice application was jointly filed by ATSI and TE for this project on August 10, 2017 in Case No. 17-1674-EL-BNR.  OPSB Staff issued a report on November 6, 2017 recommending approval of the ATSI portion of the project, which consists of the three supporting structures and the conductors that originate at the existing transmission line tap to the final supporting structure. Staff did not recommend approval of the final span to the First Solar Substation which will be owned by TE. Consequently, this application is being submitted for the final 30 feet of this project that will be owned by TE. The project has not changed in scope from the original application.
