Procedure to interconnect small generation with the FirstEnergy Distribution System


Pennsylvania - Metropolitan Edison Company (Met-Ed), Pennsylvania Electric Company (Penelec), Pennsylvania Power Company (Penn Power)

Prior to completing the application process, a customer interested in interconnecting small generation with the FirstEnergy distribution system must first determine the size and type of equipment to install. 

NOTE: For a residential customer, the limit is 50kW. For all others, the limit is 3000kW (up to 5000kW under certain conditions). See the Pennsylvania Public Utility Commission’s Web site for Regulations for Interconnection Standards at 52 Pa. Application Process

1. Customer Application Checklist
  1. Submit Completed
  2. Submit Site Plan
    (Site Plan Example (pdf))
     
  3. Submit One-line diagram
    (PV Example (pdf), Turbine Example (pdf))
     
  4. Submit Application Fee
    • Met-Ed/Penelec – photovoltaic (PV) - $100
    • Met-Ed/Penelec – All Others (Wind, Hydro, etc.) - $300
    • Penn Power - Actual costs
  5. Submit completed documents to

2. Company Review
After review by the Company, the customer will be notified if the application is approved or if there are any deficiencies. The customer must correct any deficiencies before the Company will approve the facility for installation.
3. Following approval of the application, the customer installs the facility in accordance with the Application.
4. Following installation, the Customer submits final documents

  2. Submit evidence of Electrical Inspection by authorized inspection agency 
     
  3. Submit Net Energy Metering Rider Application (doc)

  4. Submit completed documents via same method as Step 1 above
5. Final Steps by Company
  • Review and approve the as-built installation and final documentation
  • Determine the need for a witness test as provided for in the regulations and notify customer
  • Finalize documentation and authorize system operation
  • Arrange for the installation of net energy metering, where appropriate
